Job description:

Facility Specialist Housing

Facility and Equipment management within Action is concerned with the management and control of the facility support activities for the primary process of the DC’s, offices and Hubs and the equipment support activities of the DC’s. The strategic management is organized at IHQ where we align the facility and equipment strategy with corporate strategies, perform facility and equipment projects and processes, make sure we comply with rules- and regulations, take care of strategic choices concerning safety and manage several European contracts. Tactical facility management is organized as much as possible at regional level. We make sure that the local facility suppliers perform high quality of work, assist the local management with facility support and translate the local rules and regulations into our processes. The main part of our operational facility services is outsourced and managed by a facility service provider. Tactical and operational equipment management is organized as much as possible at DC level by the logistic specialists.

The Facility Specialist Housing reports directly to the Group Facility and Equipment Manager. The  main focus lies on ensuring that all local entities are enabled to deliver a high level of facility services in line with the Action policy and (local) regulations and laws. Works according to the housing-, material- and facility strategy (including safety & security) for all DC’s (insourced and outsourced), hubs and country headquarters. Responsible for the policy, coordination and budgeting for all hard facilities, e.g. building maintenance, air handling systems, security, CCTV, small internal rehousing.

Your daily Actions

1.    Subject matter expertise
As a Facility Housing Specialist you will be fulfilling the role of subject matter expert in procurement process of supplies and services relating to hard facility matters, to determine the content of the contracts. You will ensure that all DC’s are fully equipped with the necessary housing equipment (e.g. CCTV, burglar alarm, battery charging area, etc.) and maintenance services, and you will be the person to go to when questions or issues on hard facilities need to be resolved.

2.    Strategy
You will function as a senior advisor for in the broad area of facility management. You will manage the current facility OPEX budget and forecasts the OPEX budget needed for hard facilities, for the coming years;, and you will keep up to date with relevant developments and trends in hard facilities and actively share knowledge within department. Additionally, you will translate available data into management information, advising strategic decision-making. You will provide SLA’s and KPI’s for the facility contracts and building the contract in a way that it is in line with the strategy, and you will define policies for hard facilities.

3.    Account- and Supplier Management
You will provide insight in the demands of the internal clients and translate this to an optimal Facility service level, for the hard facilities. You will ensure that new premises are serviced (headquarters and logistic centers) in line with the housing- and facility policy, and will manage an audit process to verify that housing- and facility procedures in DC’s and offices are in line with the Action policy and (local) laws and regulations. Moreover, you will monitor and evaluate the facility teams (in- and outsourced) and contractors in Europe and implement necessary improvements. You will monitor the progress and quality of current facility contracts and functions as the strategic/tactical point of contact for suppliers, and you will be responsible for the strategic management of the Facility Service Providers, making sure the demands of the internal customer are met.

4.    Maintaining Action’s locations
You will visit locations regularly and manages the execution of quality checks. Furthermore, you will manage an audit process to verify that housing- and facility procedures in DC’s and offices are in line with the Action policy and (local) laws and regulations. You will be responsible for having audits in the field of building-related safety, such as legionella management plans, inspections, fire safety, etc. Additionally, you will manage the hard facilities budget, and you will keep progress and planning up to date, and consulate with the facility staff of the DCs. You will be drawing up and monitoring a sustainable, long-term maintenance plan in consultation with the DCs and ensuring its implementation in consultation with the DC's facility employees.

5.    Investments and projects
You will initiate, develop and oversee the implementation and realization of improvements with regard to processes and procedures within the facility departments and/or premises. Moreover, you will be responsible for the creation of long term maintenance plan and informs the group facility manager about the CAPEX budgets related to this plan. You will set up business cases for investments, related to housing and the long term maintenance plan, and you will co-create the tender calendar, making sure contracts are renewed or changed in a timely manner.

You have proven ability to influence senior stakeholders in an international complex organization. You are organised and able to structure activities and projects, and make the right choices and sets priorities. You have strong problem skills and you work efficiently and effectively, also when under time pressure, and are able to deescalate situations while staying in control. You work effectively with others to achieve common targets. And you are skilled in assessing the financial and operational consequences of quotations on the hard facility services. Additionally, you check agreements and procedures thoroughly carefully and pay attention to clear documentation. You have good communication skills (written and oral), as an intermediary between users and suppliers. You respond quickly and adequately to questions/requests from colleagues and external parties, and you monitor the interests and objectives of the internal customer, headquarters and suppliers, looking for cooperation and solutions.

Furthermore you have:

⦁    A relevant academic degree (e.g. facility management or technical direction)  in combination with 6 years of relevant working experience, or a relevant bachelor’s degree (university of applied science) in combination with 9 years of relevant working experience;
⦁    Demonstrable knowledge and experience with hard facilities, such as housing, maintenance and technical security;
⦁    At least 3 years’ experience with contract and supplier management within a facility coordination organization (Dutch: regie organisatie);
⦁    At least 5 years’ experience with developing and managing multiple year maintenance plans;
⦁    At least 3 years’ experience with departmental facility budgeting;
⦁    Fluency in English.
