Acts as a Dutch Customs Clearance Officer to officially dear all DOD sponsored inbound cargo into the Netherlands by official authorization of the Dutch Customs, as per October lst, 1996. The quality assurance for the entire customs clearance program is maintained by aliowing for and encouraging unannounced visits by Dutch Customs, (spot check basis).
- You will verify cargo characteristics, determines special handling requirements, required priority and required delivery date, vessel space requirements or container requirements. Builds and maintains vessel control files ensuring that all required documentation conforms to the Military Standard Transportation Movement Procedures (MILSTAMP). Produces complete vessel manifests, all required customs and supporting documentation for export vessels. Processes all required cargo documents such as manifests, commercial/government bills of loading, cargo traffic messages, cargo outturn messages, receipt documents, labels, cargo outturn and shipment discrepancy reports, maintains related records and vessel files. Ensures that import documentation procedures are followed for expeditious movement and in-transit visibility. -
- You will enter import/export cargo data into Global Air/Water Execution System (GATES), the US governments woridwide ocean cargo Electronic Data Interface (EDI) system. Reviews cargo outturn reports and shipment discrepancy reports to assess ocean carrier?s liability for losses/damages and recommends appropriate claim action. Ensures that transportation documentation complies with security regulations and directives. Performs documentation tasks by operating automated transportation documentation systems in an office environment, on board of vessel and/or mobile office space situated at the quay in proximity of the vessel during vessel (un)Ioading. Answers telephone, fax and message queries relating to the movement of DOD cargo transiting the AOR.
- You will need to verify container movements to ensure that timely delivery is accomplished and US Forces detention costs are minimal. Provides container control reports to service headquarters for action and coordination. Processes documentation for reverse detention charges and computes charges against ocean carriers. Reviews container documentation for errors by POE or ocean carriers and determines corrective action required -Creates, copies, edits, calculates, transmits and prints a wide range of transportation documents in final form, inciuding manifests, correspondence, reports and statistics. Transmits, receives and acknowledges mail and messages.
- Communicates with US Forces organizations and commercial transportation companies, customs officials, ocean carrier agents, Host Nation military officials.
- Plans and coordinates Emergency Foreign Ald Military Sales Shipments.
- Provides cargo-handling advice to representatives of commercial transportation companies.
- Coordinates with transportation offices in the AOR and provides assistance in effecting economical and timely cargo movements (all classes, all categories).
- Coordinates with requisitioning and release activities worldwide.
- Screens and corrects daily output of the GATES system for critical error listing, duplicate records, vessels waiting for registration list, diversion files, vessel control register, all interfaces with higher headquarters data transmissions, and the history files.
- Checks input data and output performance of documents produced by the system.
- Prepares input to the system to include processing and reports of all receipts and on-carriage.
- Serves as a specialist for the Department of the Army's Container Management Module (CMM).
- Controls the timely production of all customs clearance documents, transportation control and movement documents, ships manifests, port clearance documentation and management related reports.
- Responsible for management and filing of US government accountable import Duty Free Exemption forms AE 302.
- Prepares the following documentation related to export and import cargo: Advance manifests, bills of lading, GATES related documentation Intelligent Query (IQ), bad listing, ship manifests and final manifests.
- Prepares and reviews ETRR (Export Traffic Release Request) and reviews extracts data from ETR (Export Traffic Release).
- Prepares Transportation Control and Movements Documents (TCMD?s) using both manual and GATES formats.
- Prepares tally sheets and ocean manifests from amended and verified bad lists, manifests, and tracer messages for cargo and accountability reports.
- Prepares documents for household goods/Private Owned Vehicles (POV's) when the US government is responsible for ocean transportation
Processes documentation to inciude the folbowing:
- verifies transportation control documents from consignors against booking transportation documents and records of shipments.
- Monitors by automated procedures, documents, messages and correspondence pertaing to ocean cargo in order to update manifest and other shipping information.
- Screens manifest for consignee bocations and errors in temis of line-haul and drayage.
- Recommends port diversions to the 598th Transportation Office Ocean Cargo Clearance Authority (OCCA)-Europe approval. Recommendations are based on container contents and consignee location.
- Operates micro-computers in interfacing data transmitted and/or received from the Gbobal Air/Water Transportation Execution System via US government computer or manual data pertaining to port clearance documentation and management responses.
- Participates in vessel operation/exercises by providing technical advice concerning marking and labeling ocean cargo, ocean cargo documentation, and port clearance for depboying and redeploying units into and out of European command.
- Occasional travel may be required for training purposes. Conferences or mission accomplishment.
- Performs other duties as assigned.to prevent delivery or billing errors.
- Good knowledge of the English language, both verbally and in writing.
- Knowledge of labor order forms/call letters, timekeeper reports, tally reports, GATES and IBS queries/reports, port handling contract terms/conditions and schedule of rates, and about preparation of corrections to Commodity and Man-hour reports (user-level knowledge) are paramount to successfully perform the work.
- An overall familiarity with automation and communication systems.
- Must be familiar with military and commercial ports and shipping industry within Europe and the Continental US.
- Knowledge/Training Requirements MBO education (transportation/logistics background) or equivalent combination of education and experience Good knowledge of the English Language (oral/writing/reading)

Incumbent works under supervision of the Director/Terminal Manager and the daiby guidance of the Cargo Control Section Team Lead. He/she refers to regulations, standard operating procedures, office automation instructions and applicable directives.
Incumbent has authority to make decisions in regards to the Duty Free Declarations for US Military cargo in direct coordination with Dutch Customs (Duanne) without seeking permission, Incumbent also deals with Commercial Carriers (Maersk/Hapag Lboyd, APL, Maersk) on a daily basis to resolve issues with US military goods shipments without seeking permission.
Communicates with US Forces organizations and commercial transportation companies, customs officials, ocean carrier agents, Host Nation military officials. Plans and coordinates Emergency Foreign Aid Military Sales Shipments.
Provides cargo-handling advice to representatives of commercial transportation companies. Coordinates with transportation offices in the AOR and provides assistance in effecting economical and timely cargo movements (all classes, all categories).
Coordinates with requisitioning and release activities worldwide for conveyance issues.
Coordinates for clearance of cargo by customs officers, veterinarians and government representatjves when lost documents, spoilage or other damaged and/or frustrated cargo occurs.
Coordinates with documentation processing activities and provides updated data to other branches of the 838th Transportation Battalion regarding shipping documentation.
Coordinates with commercial carriers and shipping vendors and agents both in the United States and in foreign locations.
Coordinates with government representatives at higher and collateral commands, ocean carrier agents and government transportation representatives on import/export cargo and cargo diversions.
During off-site operations in ports and warehouses, the incumbent may be required to work beyond regular hours, out-of-doors, in inclement weather with little or no shelter and on board ships. This will include the setting up and dismantling of the ADP equipment for documentation systems for use during operations at remote locations.
Requires hard hat, safety shoes, and reflective gear required for safety purposes.
